China Firewall: Do recent changes affect FLC and/or Cloud PDM?

There were several changes to the firewall in China announced in the past few days. Do any of this affect FLC or Cloud PDM?

Looked into this article and few others. China's initiative seems to be targeting companies whole users utilise VPN Networks bypassing chinese internet rules. So, it would affect users in China if and only if they use VPN to connect to FLC. For example, say a China office uses VPN to connect to the network at your America's office or your Nordic region's headquarters; while on VPN, They try to connect to FLC (or anything else on the net for that matter) may affect them adversely.
