directly rotate / reposition sketch plane

is there a way and if not could this be added to rotate or reposition a sketch plane

without using the construct tools?

Sometimes I do not want everything to be in a relation ship for the beginning and only let

the volumes interact with each other:

This is in Direct Modeling:

I noticed that when you click the context menu of the spline in 3D view you only get the move tool.

But when you click the sketch icon in the browser you get the move and rotate tool

In the design time line I cannot move or rotate a sketch plane - I can only move the sketch elemetns which will remove the constraints.
