Local vs Default Timeline

Hello,

I'm using the SDK to load a FBX file exported from 3dsmax. The file is exported with a single animation.

The problem I'm having is determining which timeline I should use, the local timeline (animstack)
or the default timeline (global settings). I always use the local timeline, as does ViewScene from the SDK.

In 3dsmax, you can set the start/end times for the timeline in the Time Configuration dialog.
When I export my FBX file, these times can be seen in the default timeline.

However, they don't show up in the local timeline. It always starts at zero. Why is that?
What settings in 3dsmax changes the local timeline?

For example, my timeline goes from 0 to 30. I change the start and end times in 3dsmax to 10 and 20.
Then, I export it to FBX. When I load the FBX file, the default timeline is set to 10 and 20,
but the local timeline still says 0 to 30.

Is there any relationship between the default timeline and local timeline?
Start times, end times, duration, etc...? Or are they completely separate?
