New action type and fractional output quantity

My task is to create a model of crushing and screening plant. Unfortunately, the existing action types of the processor does not allow to simulate the operation of classification. I must have that type of action, in which sum of the output quantities is equal to the sum of the input quantities.

For example, at the input 7, at the output 5 and 2.

Or at the input 1, at the output 0.1 and 0.9.

Possibility to use fractional quantities for this task is not necessary, but desirable.
