The 2D Publish default behavior when creating the 3D asset representation is to use the 2D bounding box of the AutoCAD block for the extrusion process in Inventor (which creates the Inventor Part). This change was made in FDS 2015 Update1 to improve performance while providing some flexibility over the extrusion process.
To use the AutoCAD block geometry instead of the block bounding box for the extrusion when publishing a 2D asset, you can set the HKLM\Software\Autodesk\Factory Design Suite\R19\UseBlockGeometryFor2dPublish registry key to 1 (this was the pre-Update1 behavior). If the key is missing, or if its value is 0, then the 2D Publish operation uses the block bounding box for the extrusion outline.
This registry key gets read for each 2D Publish operation (it is not cached for the duration of an AutoCAD session), so you can switch between using the bounding box or sketch geometry by changing the key value before hitting the Publish button on the 2D Publish dialog each time you Publish a 2D asset.
