I get the same incorrect result as well. The 'Solar Noon' option has a major glitch. Sunrise and sunset work just fine, but as soon as you refresh the view after using Solar Noon, the sun jumps to the northern sky and is no longer connected to the daily sun path at all (just like in your image.)
Sadly, this bug has not been fixed in Ecotect Analysis 2011 either.
While a bit disconcerting, it's easy to overcome. What I do is to go ahead and use the Solar Noon option, which sets my time for me. The time it calculates, say 12:31 PM for Phoenix AZ on the 3rd of April, appears to be pretty accurate (give or take 5 minutes, according to recent almanacs.) The sun position freaks out, but as soon as I change the time slider manually, it corrects itself. Then I manually type in 12:31 PM and it works like a champ.
