Daylight Factor 100%?

I created an Ecotect model and ran a daylight analysis without adding any objects. The model was run with an overcast sky and the daylight factor is only 18%. Shouldn't this factor be 100% as I am essentially running a daylight analysis of exterior conditions? The model was run in Denver, CO if latitude has anything to do with the problem.

Also, I ran a test on Ecotect 2010 and got the following readings - which seem correct.
