Cloth simulation problem

Good morning. I am trying to recreate this effect in maya:

That was made with 3ds max, mcloth.

I was trying to use the volume axis field, but looks like the turbulence is kinda weird, i can not find the right values to get something like that.

I would really appreciate help with this.

have you tried the inbuilt wind in the nucleus? i think setting it in the right direction will do the trick.
