xy parameter problem

Hi,

I'm trying to set up a block consisting of a rectangle. each side should show a break line symbol. see attached dwg.

I want the symbols to remain center of each side when it is stretched to a new size.

I thought it would be easy, but I'm missing something. Its late and I'm tired. (thats my excuse anyway)
