Rotate text in a dynamic block & keep horizontal

Well Ive looked all over the place and Im not finding anything that works.

Im trying to create a dynamic block that has an attribute within it. What I want to do is be able to rotate the attribute around the basepoint but keep the attribute horizontal at all times.

I tried creating a point parameter, a rotate parameter, associated a move with the point, and a rotate action with the rotate parameter. For the rotate action I selected only the the point parameter. Because only the point/move should be associated with the text itself and the rotate action should just rotate the point right? I then set the rotate to a "chain". But It ONLY rotates the point parameter, and not the elements (attribute) associated with it. I tried to make the point the chain, both of them chains, but nothing seems to work. Also, when creating chains I get a pop-up that says "Object was erased" but I dont know what was erased... not sure if that has anything to do with it. See the attached drawing...

by the way... you may notice that there is an additional rotate action that rotates the little tick mark. That works fine and shouldnt have anything to do with this portion... Im just trying to figure out the text/attribute portion.

I just want to be able to relocate the text (and that water droplet thingy) to any point on a maintained radius about the tick mark and keep them horizontal. I dont need the text to automatically rotate with the tick mark either, just when I need to move the text out of the way.

Hi,

I replace the Rotate Actions by a Stretch action (to keep the text always in the right angle) apply to a Polar Parameter.
