Move Attribute

I am creating a dynamic Reference bubble to match our current office standard (see attached) but I cannot get the attributed to move when I select the texct box. I have looked on the NG and found the "lock position" box etc, But I still cannot get it moving,

I am new to dynamic blocks so anyone who would give me a run through on how to do this would get my undying gratitude.

It works. You just have to insert a new detail bubble into the drawing or do an ATTSYNC on your existing inserts.
The attributes of existing blocks don't get updated dynamic properties until you do so.
