Keep grip for Block Properties Table in different Visibility States

I am creating a bolt head and nut block. There is a block properties table that designates the size of the nut or bolt head, and a visibility states parameter that specifies whether the block shows a nut or a bolt head. My problem is that I can only get the block properties table grip to show up in the 'bolt' visibility state. Any insight on this would be appreciated.

Have you tried opening in block editor, selecting the block table, right-clicking and selecting 'show for all states'?
