Not sure how that would work. Most images are "attached" like XREFs
these days. I just did a test, and noticed the following issues:
The images show up in your
External References palette even
after deleting & purging the block.
If you detach an images while the block is still in the DWG, the image
"disappears" from the block. The block becomes blank &
unselectable. Trying to "insert" another instance of the block ends up
with no apparent result- could get confusing.
Similarly, if image frames get turned off, the block becomes
unselectable.
Alternatively, you could also "insert" images via OLE, in which case
they become part of the
drawing, but the file could get pretty large this way, depending on the
size/number of images, since all off them will be inserted with every
block.
Not sure what any of these would affect load times, or how ACAD loads
images that are "invisible" or hidden inside the block.
Anyhow, it seems that it could be done, but it's up to you to decide
whether the benefit is worth the potential problems. Good luck!

I
have about lets say 50 different images of signs. I could create a
single dynamic block with these images in the block.
Using the visibility I could then allow the user to select the type of
image to be displayed in the block.
Is this a good workflow
