DB change size after editing

I received some outsourcing drawings which include this block. All time if I try do some edits in block editor size of this block changed. Also if you reset this block, size changed. Any ideas what is wrong with this block?

I'm european so I use the metric system, but I've encountered similar problems, could it have to do with the block units?

Also I checked Insunits, Insunitsdeftarget and Defsource and noticed that insunits is set to "1" while the others are at "4"

Check your Units option aswell.
