Trueview DWG file shows Layouts blank

I've just downloaded Trueview 2014, and downloaded the attached DWG file. For some reason, the model shows up fine, but the layouts for different paper sizes are all blank for me. See the attached screenshots.

Why is it doing this to me? Smiley Sad

There are no defined layouts in the file you posted, just a bunch of empty viewports in each tab.

Am I able to create or modify layouts in TrueView or is it literally just for viewing whatever's in the DWG, without modification of any kind?

DTV is just a viewer with some very minor altering ability that is never saved.
Your DWG file author needs to set things back up for you if that's what you need although you can plot from modelspace since the content there appears to be with titleblocks "ready to go" (use PLOT with Window selection, then set the scale for each).
