True View and Layers

I have 2 seats in our company. 1 has AutoCad and 1 does not. The 1 that has AutoCad has the layer tool bar in TrueVIew and the 1 that does not have AutoCad does not allow you to have the option for this toolbar. Does TrueView pull some components from AutoCad? Is there a solution to this issue? Thanks Michelle

Although they shear some components, having AutoCAD to be able to have the
layers dialog is not a requirement. There is probably something amiss with
the install on the computer that does not have AutoCAD.
