Stopping the Conversion of DWF to DWG

I have a requirement to make available buildings plans on a company Intranet.
I was proposing to post these drawings as DWF files and use VOLOVIEW as the viewer.
The problem I have is configuration control, I need to prevent anybody getting one of these DWF
files and converting it back to a DWG file by use of a Third Party Application I am aware of.
What I am after is can I prevent anybody either using the Save AS Facility or copying the Drawing
to the clipboard so they can get there own copy of the drawing.
The other solution I thought of is if I can't stop them getting a soft copy of the drawing what about
inserting a watermark on the drawing which can't be removed.

Try giving is an odd scale. That way, If they do convert it the dimensions
will be no good.

No good - All the user needs to do is measure part of a building and check it against the drawing
and they then have a conversion figure.

DWFs are based on a client server model. You put a
file on the server and it gets downloaded to the client. The user could always
get the DWF file out of his browser cache, despite whatever UI you provide. The
user cannot SaveAs DWG unless you make the DWG available. It is possible to
convert a DWF file into DWG, as demonstrated by a CADLock prototype, but
typically the loss in precision, floating point doubles to integer, is enough to
make the resulting DWG worthless; however, for a simple drawing the precision
loss may not matter.
