Printing to scale making DWFs from AutoCAD 2002 to view in VoloView 2.01

I have been making DWFs in AutoCAD 2002 to use as webbased maps. I have been running into trouble printing them to scale. They are supposed to be 1in = 60ft but that doesnt seem to work since when I print them out they are 1in = 40 - 50ft. I was wondering if I had missed an options or something, im printing with Letter paper in Landscape format.

I am going to need a little more information. 
One you create the DWF are you printing them to paper and measuring them? 
What method are you using to create the DWF, the new "publish" command, or are
you going through the AutoCAD print system?  Are you trying to print them
out of Autodesk Express Viewer?
