DWG TrueView installation problem : grayed out install button and path

Can anyone help with this issue? When installing I cannot proceed to the next installation step, pic below:

One thing that's interesting is the installer says "installed" up near the top, but there are no traces of it in Program Files. I did go through the registry and export / delete registry keys for Autodesk, because I saw plenty of entries for DWG R13 under HKCU and HKLM. Not sure where they came from. I've also tried changing the path in the setup.ini file but I still can't proceed to "install".

OS is Win 7 x64 SP1, have .NET 3.5 and 4.5, DirectX ... at this point I'm simply at a loss. I am in a domain environment but have an administrative account and run the installer as admin.

Lastly I tried an 08 release but it's too old for the files I want to open.

Any insight much appreciated.
