DWG TrueView 2014 failed open

When I try to open DWG TrueView 2014 I receive an Alert that indicates "Configuration file may be locked by another process or have been set Read Only (.cfg, .bak).  File:  C:\Program Files AutoDesk\DWG Trueview 2014\dwgviewr2014.cfg   Please correct this problem and press Retry or press Cancel to exit the application.


I have completely shut down my computer and then tried opening the program again and still receive this message.  I have searched for the dwgviewr2014.cfg file but it cannot be found. 


Any suggestions on how to fix this.


I might add that I have also tried uninstalling the program and get the message "Failed to get allied products."
