Volo View 3 allows you to do markup of DWF
files.

Jeff, the question was about Publish-to-Web, not
the new PUBLISH command in the DWF Creator and AutoCAD 2004 products.  It's
easy to mix them up when they have essentially the same name!  I think Tore
is looking for an HTML editor and not Volo.

The HTML pages generated by PTW are fairly standard
and you can use just about any HTML editor including Microsoft's Front Page
(that ships with some versions of MS Office).  In a pinch you can
even use NOTEPAD, but you might go cross-eyed!
