DWFs- Hyperlinks Aren't Recognized

Trying to Publish DWFs w/functional hyperlinks, but to no avail. I've established block with hyperlink in model space, and it is recognized, but in layout space, it is not. I'm figuring I'm missing a switch somewhere, but I'll be darned if I could find it.
Suggestions?
Working with 2004 (1a). I am using DWF6 ePlot.pc3 as plotter.

Does it happen if you use the Publish command?

That is all I've been using (I assumed that was the way for 2004 users). As noted earlier, I establish DWF6 ePlot.pc3 in my page setup, create a drawing in model space with a block hyperlink, setup a layout page, save, then "publish" a DWF. Again, the DWF is fine, but the hyperlink is not recognized.
I'm guessing that other users converting to DWF are relatively successful with their hyperlinks in AVE.
