Views lost after exporting to dwf from R14

I wrote a VBA utility to cycle through 200 acText entities on a drawing, creating a NamedView for each based on the insertion point of the text and suppling height and width parameters. After the utility finishes, using AutoCAD I can see the list of all the views I've created. I can use the view control dialog box to manually switch between the different views I've create. Once I export the drawing to dwf and open it with the latest version of Express Viewer the only view I see in the list is "Initial" If I manually add a view in AutoCAD, then export to dwf, and then open with express viewer it will recognize that view. Any thougthts?

Save the drawing and reopen it before creating a
DXF file.

Lets see if the views are still present in the
drawing.

Yes, if I save the drawing, close AutoCAD, restart and reload the drawing, the views are still present in the dwg.

I encountered the same problem if the DWF was created from a Layout Tab. When the DWF was created from Model Space, the views came through.
