independents scales in viewports

I have 2 viewports.
Normally, I can set a scale in one viewport. ex:1/8"=1'-0" and the other viewport at an other scale. ex:1/4"=1'-0".

My problem is, since last week, when I set the scale in one of the two viewport, and then I go to the other viewport, both of them become "ZOOM EXTEND".

I would like to know what is the variable I have to set for the 2 viewports to keep there scale.

O.K.
After 5 hours of hard work, I found out that it was the "USCFOLLOW" that has to be set at <0>.

"UCSFOLLOW" is slightly different in the 2000 release than in the R14 release... Thanks for the WARNING!
