Viewing 2 drawings simultaneously

Trying to view two drawings simultaneously. The viewer opens one at a time. In order to view them I have to open up each one using the icons on the bottom of the screen. Is there a switch that I have to turn on? My ultimate goal is to cut and paste portions of two or more drawings and stitch them together at match lines to make one drawing.

You can open two files each in its own Design Review window.
