The middle part is the ID of the W2D (or W3D) resource in the section in
which the object is defined. Check the descriptor.xml in the section.

The first part (before the ::) appers to be the section name and the last
part appears to be the object id. Where does the middle part come from?
Is this standard across all DWF files, different version of the DWF
standard? Does it vary across ADR implementations?
