Is there an add-on to design review or some other Autodesk software that has weld symbols for mark up (or may be some other technique).

Thank you for posting your problem here.
As far as I know, there is no such add-on to design view to import weld symbols for markup.
Below is a workaround for you:
Try to find a dwf with weld symbols as object at first, then
<1> Run ADR;
<2> "Markup & Measure" tab->"Symbols" button->"Create Catalog from DWF..." command;
<3> Select the dwf file you found;
<4> In "Create Catalog from DWF" dialog, choose "Import each object on sheets as a symbol" option;
After the weld symbols have been imported as custom symbols, you can add them to your file via:
"Markup & Measure" tab->"Symbols" button-> the catalog you imported in step 4.
Note:
This is only for 2D.

Tried it and it works, not as good as having symbols build it being fully customizable. Is there a chance you can export these imported symbols for other ADR users.

I am late to the discussion but we are just now transferring to electronic markups and would like to have an add on for commonly used symbols. These would be mostly weld symbols.
Any advancement on this?

Thank you for raise your good suggestion to us.
Currently Design Review did not provide any common used symbols, because these symbols are specified by different domains, with the help of domain engineering applications (ACAD,ACADE,ACADM.ACADMEP...) you will be able to get those symbols and import them to Design Review.
Your suggestion is very good, it needs sometime for us to consider the effort and difficulty to make it come true.
