Layer in the (Off) position will not transfer?

I am looking for an answer as to why all the layers (on or off) do not come across when you publish from .dwg to .dwf? I have layers that people need to see in the field, but since they are off at the time of conversion they don't appear in the .dwf drawing. Is there a programmer our someone out there who can help me out? I am not sure why they continue to keep full functionality from us.

When you 'Publish' your DWF, go into advanced settings and choose to
include layer information.

I have done this, but they still do not appear if they are set to (off) at the time there published. Thanks

So after I click Publish where do I find advanced settings. I have checked. I have went into the publish options and checked (Layer Information) and changed that to include, but that only includes attributes and such. If you can email me so you can talk me through it that would be great. chadlk@srttel.com

I apologize for misunderstanding your question, now I see what you mean.

Thinking on this, I can see how it would make sense to do it this way. I
have markup layers that I keep off when I plot or send to pdf. If I
wanted to show them, I think I'd turn them on before sending it.

I can see also, though, how you would want the recipient to have more
control over that.

Sorry for my misuse of language... you have done it as I did. The button
is not called 'Advanced Settings' as I misspoke, but, 'Publish Options'
which you are already using.

The first thing you need to ensure is that your AutoCAD settings are set so
that layers are included. By default, they are not. This is for security
reasons. Some people fear that people will turn off layers, print something,
and build from the incomplete information. You can see how to turn layers on

The next point is that publishing a DWF is like creating an electronic plot.
What you see in the layout is what you get in the DWF file. This way you
control the content of the file. Some people fear that if OFF layers were
included, people might turn them on and build from a superset of the desired
information. So you are correct in that layers that are OFF are not included
in the DWF file. If you want all layers to be in the file, you should create
a layout where they are all ON. You can then publish a DWF from that layout.

Yes, but we publish hundreds of .dwf daily and to do this would take a lot of time. Anyone in the utility field must be having the same issue's. I wish there was something we could check to over ride this setting. They are assuming that people don't need this flexibility. We have numerous layers that are not on, but we need to have the ability to view them in the field on onsite. We don't have them on so that the map stay's clean, but in the field we need to be able to see cables that have been abandon or easement and such. The problem here is that they assume it is dangerous for all to have this function a part of the viewer and that is not the case. Put a button somewhere in the settings that we (Utility Company's) can check so that we can have this functionality. A great idea for one may not be a great idea for other's.

I have the same problem. Does anyone know if this has been resolved in the 2013 version?
