For our information, did you uninstall ADR 2009 before installing? Or did you let the ADR 2010 installer automatically uninstall 2009?
I suggest uninstalling 2010, then re-installing piece by piece, so we can find out where the problem lies. Or better, complete the install.

Make sure to check if the Design Review folders are empty after uninstalling. You do not want old files remaining.
ADR requires:
VC++ 2005 sp1
VC++ 2008 sp1
.Net 3.5 sp1
I suggest pre-installing these requirements.

If all of these components are installed, download SetupDesignReview2010.exe and run it locally.
