The error indicates an access rights problem to keys - are you sure that you
have LOCAL admin rights?
Yes, previous versions of the viewer should be removed though I do not think
that this is the issue here.

Error 1406 - Installing DR & Map3D
Hi Folks
Attempting to install "AutoCAD Map 3D 2009" with "Design Review" option,
onto an XP Pro SP3 laptop, (Admin account).
D/R is first part of install process,
halts with -
Error 1406 Could not write value to key
\Software\Classes\.dwfx\PersistentHandler
Verify that you have sufficient access to that key.
Key exists in -
HKEY_CLASSES_ROOT &
dwf\ contains a \PersistentHandler key
dwfx\ only contains a \Content Type\model/vnd.dwfx+xp
s
Attempting to add a new subkey to .dwxf
gives an error (installer is still running).
All other keys accept new subkeys.
I do not have AutoCAD installed.
I do have "GMax" & "Autodesk DWF Viewer" (2004) installed.
"DWF Viewer" may have been on the basic user's profile.
Should this be uninstalled first ?
Some comments on the installer -
No mention of download file size.
Disk space -
Spec claims 2.5GB required.
Actual requires > 7GB
i.e.
Installer exe 1.9GB
Expanded files
2.7GB
Installed files > 2.7GB (guess)
Exe expands installer files to root of C:
Fails to check available disk space before extracting.
Fails to utilise system "temp" or "tmp" to extract to.
Fails to utilise largest available partition to extract to.
Fails to recognise drive 2 as largest available.
Fails to check for possible conflict with older Autodesk product, (DWF
Viewer)
Not looking promising so far.
