I have Win7 x64. Downloaded & installed Design Review 2013. Ran it & discovered I needed a hot fix & TrueView. Downloaded & installed the hot fix ADR2013Hotfix1.msp & TrueView 2015. Still was unabe to load a dwg. Uninstalled & reinstalled Design Review thinking that Design Review needed Trueview lioaded first but still not able to load dwg files.
Here's the version info for my installed software:
Design Review 13.1.0.82
TrueView 20.0.51.0
What should I do to enable viewing of dwg files in Design Review?

ADR never views a DWG file: all it does is quickly convert it to a DWF then opens it. So while I agree with you that ADR should be seeing DTV, you seem adamant to open DWG files in a program that simply cannot.
Try downloading and installing DTV2014 or 2013 and see if the problem goes away after you confirm DTV2015 is the Windows default app for DWG files on your system (restating Windows may help).
