Design review opening new instance of Outlook Express

I have a user that is using the outlook express for email and is having trouble when using the 'send email' tool under the application menu. When he presses this button design review tries to open another instance of Outlook Express. Outlook express does not allow you to open more than one instance at a time, so when the second window opens he is denied his email. It works fine if you don't have Outlook express open before pressing the send email command. Was wondering if anyone has seen this and have found a fix for it.
