ADR 2013 Compare does not find all obvious changes

ADR 2013 Compare Sheets is not picking up changes for numerical strings.

When a purely numerical value is changed to another purely numerical value, ADR 2013 does not register this change.  Examples being changing 2 to 5 and 96 to 48.  This issue occurs whether the value change occurs in a table’s cell, a text object, or a mtext object.  Changing a value string from a letter or to a letter is picked up as a change by ADR 2013 – depending on the difference in the widths of the letters, the change may or may not be noted. 

I’ve tested comparing both DWFs and DWFXs published using the same page setup in AutoCAD 2013, including Microsoft Office Excel 2007 files (either XLS or XLSX) linked in via datalink and both text and mtext objects.

What is the best method for thorough and consistent results identifying all changes between DWFs?
