Run Configurator 360 of line.

   Is there a way or add-on so we can run configurator 360 on our local browser, off line? 

Or is it possible to have the c360 parameters work with my local Inventor.

Configurator 360 is not designed to work offline.

If that is something that you need, you might want to look at Autodesk Engineer to Order:

As for Inventor there is an addin to help you upload your designs to Configurator 360:

Prior to uploading your design to Confugrator 360, you will want to make sure that it is fully functional in Inventor.

  Thanks for the information. My next question is...is there an Add-in or a plug-in that would allow me to use the new UI tools to run ontop of or within Inventor? I would like to take advantage of these new powerful UI tool in more ways then just on Configurator 360.

There isn't an add-in - you'd have to create one yourself. But UI Tools are designed to work in both Inventor and Configurator 360. If you haven't already, please view the webinar recording (ETO Potlatch Volume 13) that goes into details.
