On your old computer, open OE, then go to Tools>Accounts, then pick the
News tab, then select the account you want to export, then pick the
"Export" button. Note the location of this file.

On your new computer, repeat this except you want to "Import" the file
created in the previous step.

If you want all the old posts and everything, you will have to go to
Tools>Options>Maintenance>Store Folder (on the old machine). Copy this
path to the clipboard. Open Windows Explorer and paste this path in the
address bar and copy all these files to the respective location on the
new computer.

Have you tried the web version of the news groups?
