We've had a few larger projects get bid on when they reached 30% completion.
In all cases it was when we were working for a contractor and not directly
for the client. The contractor put it in the contract for the project, we
supplied the 30% set. They gave the owner a number.
In all cases the owner was very shocked when the 90%-100% complete bid set
numbers came in wayyyy over what they were told at 30%. (gee, ya' think?)
And in almost all the cases it resulted in a redesign of the project to cut
out some of the extra costs..... I don't know where the savings was in all
that, but it probably made the contractor lots o' cash.

To me it seemed that this company was a little bit in a hurry. But they
wanted to get an idea how many people would bid on the
work. The they would have an idea how many outside/non residents the will
have to bring in.
I had no idea anybody would bid on something that was not near finish state.
I would think, all of the units, single family and duplexes, would be cookie
cutter. Do one and Xref the rest in an Array. Little
do I know.
It appears there isn't enough people, locally, to do all the work in the
time limit.
