Files on the WEB

We are in the process of updating our files that will be on our web site.
My question is directed towards layers.

Would you perfer to have the whole file on layer 0 and have the cad operator
manipulate the file. There would be dimensions, section hatching, concrete,
hidden lines, etc.

Or would you like layers added to the file and deal with the additions of
these to your main drawing.

My other thought would be to add a tool section to the web site and the user
could download a dvb file to help manipulate the file to your standard.
Would this be worth my while.
