I think there are just a few counties that they have to use the dongles
because of copyright agreement laws or some other legal jumbo mumbo
technical reason. I think it is more of the OS than AutoCAD thing, Microsoft
is not able to include the required source code to protect the applications
from being a free for all. IIRC.

His reseller should be able to put him in touch with the right people as
long as he has all the documentation for the license and SN.
Or he can do what "others" did back in the days of dongles, swap it out with
a co-worker that took the day off and let them figure it out. 🙂
