problem report: public access of EXE strips the .exe extension

If I download an EXE file using the public access, it strips the .exe off of
the resulting file.

Steps to reproduce:

1. Using Internet Explorer, navigate to:
https://folders.buzzsaw.com/ConstructionManagement/public/OceClientTools.exe?public.
2. Save the file locally.
3. Navigate to the local location.
4. See that the file is called OceClientTools instead of OceClientTools.exe.

I am using IE 6 and Windows XP with all of the latest patches. A "Windows
Update" command shows no updates as necessary.
