360 Field Desktop - Setup>Issues>Standard Propeties - allow unlocking of locked properties.

Allow adminstror to fully customise what is locked/unlocked/required/visible for Issues standard properties.

You must check the user has entered a Company and a location. These are perhaps the 2 most important properties on the issue followed by its type and description.

If i forget to put in the company then nobody gets notified and the issue sits in the system without action.

Even if we cannot fully customize these fields because they are required to make the program function properly.  At least allow the system administrators to not make them visible so we can replace them with our own custom fields.
