Design Line TAP adjustment from a joint

Using design line it appears that there is a calculation in the logic to move the joint of duct/pipe "x" distance from the tap.

I can agree that we need this for duct, I cannot agree that we need it for pipe. The calculation seems to be doing more harm than good on the piping.

I think that we should have the option to turn it off at the service level.
