I am applying solid color hatches to some areas on a plan. I would like
the hatch color to be somewhat transparent so that lines or images below can
be seen. Can I do this with AutoCAD?

But all I do is use a light color (yellow for instance)
I also use ANSI31 @1.0 scale.
I simply tell it to "send to back" and everything under it should show up.

AutoCAD doesn't support transparent solid color when display on the screen. So "No" is technically a correct answer to his question. The two methods I provided should be working for his purpose, but they are still workarounds.
