Osnap Fuzz Factor

I have a series of drawings in which osnap does not seem to function correctly.

When you try to snap to an end point / intersection / etc. the program snaps to a location which is slightly off from the correct location (somewhere between 1/4 of an inch or less). I am wondering if this is caused by a system setting. Currently I have autosnap set to marker and magnet, and my grid and snap are both turned off. Is there an osnap "fuzz factor" or something?

Do you have perpendicular osnap on?

Yes, I have Perpendicular, endpoints, midpoints, and intersections. But I have tried it with just endpoint turned on and I get a similar occurence.

Just making sure, but are you in true plan view, and not slightly off in
orthographic view instead, and somehow the current elevation is something
other than 0?

That's the only instance where what you pick would be off of what you want.

There is no such thing as a "fuzz" factor with osnaps - if you pick
"endpoint", and the line you are picking to is within the aperture of the
pick-box, it is supposed to go right to the closest endpoint.

If using, for example, "endpoint" on a line, do you see the "Autosnap"
marker showing up at the end of the line when you hover anywhere over the
line? Like in the screen shot attached?
