adding holes into plates in ASD

I am building a model in ASD consisting of HSS tubes and plates.  I have been able to cap the ends of the HSS with plates using the UCS and plate command in the modeling ribbon.

 

How do I accurately insert a hole in a plate?  I want to put the center of a 0.563" diameter hole exactly 0.75" inside two edges of a 4.25" x 2" x 3/8" plate.  My snaps only appear to attach to the work frame not the plate.  Apparently, I can't even snap a line off the corners of the plate, to locat the hole.

 

Any body have any ideas?

Check out the screenshot I attached. It's from the steel manual of ASD.

After you activate the snapping options, you could use the hole's tools better.
