Tiff image issues

I'm having issues plotting .tiff images in Raster Design 09. From the images provided below you can see what is happening.

I'm running RD with all the updates and hotfixes. As well as LDD with SP2 and all the hotfixes. Computer specs:

Windows XP Professional Service Pack 3 (build 2600)
2.40 gigahertz Intel Core 2 Duo
4096 kilobyte secondary memory cache
NVIDIA Quadro FX 550

The solid black is not processing it seems.

The first document is what it plot should look like.

The second is how it prints on a Canon 3170 printer/copier

The third is similarly with an HP Designjet 5500PS 42" plotter

Finally a plot on the Canon using ACAD 2000 with Overlay. Here you can see the outline of the solid black but no fill.
