Keep in mind that PDF's can contain multiple object types (images,
paths, and text). If you are able to underlay the PDF and snap to
points I expect it contains paths, not an image.
If the PDF contains image(s) I expect that RD would do a wonderful job
on them once extracted, but I don't know that it can extract them.

If your current process is underlaying then tracing based on snap
points, then you should try the demo of DotSoft's PdfImport from
http://www.dotsoft.com/pdfimport.htm. This low cost utility will import
paths from PDFs forming polylines in seconds. It will also extract
images and place them as AutoCAD images.
