Raster Design Menu in ACAD 2008

On my machine, in both ACAD 2008 and CIVIL 3D, there is a pulldown for
Raster Design (Image). The Raster Design license is not used until a command
is selected from this pulldown.

On the new computer, when I go into ACAD 2008, there is no Image pulldown
for Raster Design, although Raster Design IS installed...but appears as it's
own icon on the desktop "Raster Design as ACAD 2008". If I select this
desktop icon, the license is used whether I use Raster Design commands or
not.

How do I get the image pulldown for Raster Design to appear in ACAD 2008 as
it does on my computer?

Did you try loading it as a Partial CUI, I think that is what I did.
(I use stand-a-lone, so it is not as relevant as yours.)
