Has anyone figured this out - I have the same problem.  It's not just the raster tools "iinsert" command but all the raster tools.  The directories for raster tools and path exists for the command back to the aeciibui57.arx file but it's saying it can't find a needed dll file.

Check to see if your Raster Design path is mapped in the Working Support File Search Path. Go to Options, Files tab, Working Support File Search Path, browse to Raster Design and add, also add RD help. This worked for me.

Thanks for the response. I came across a Autodesk Knowledge base article concerning this problem. It said to basically uninstall / reinstall everything. I had just
loaded it so it was no loss starting over. Everything is working fine with the new install.
