Manage does not work

I have installed RD 2009 on Civil 3D 2009 and also installed the service pack. When I select the Image pull-down, then select Manage, nothing happens. I was able to insert two Quad Maps at the correct location so I know Raster design is working but the Image => Manage doesn't work. Any suggestions?

Does Civil Toolspace work?

Manage uses the same window.
