Loss of resolution with Merge

I have experienced a loss of image quality when:
1. Merging one image into another
2. Merging a region back into an image after using the Raster Entity Manipulation command

Attached is an example of a before and after.

This is causing additional time at work, because whereas something may by just passable, now I have to re-create it in vector.

Any ideas or insight would be greatly appreciated!

Make sure you merge the lower resolution image into the higher res image
(the one with the largest DPI). Doing it the other way around will result
in what you have shown.

Thank you for your reply, I can definitely see how that would make a difference. However, that still leaves the mystery of merging a Raster Entity Manipulation region back into its original raster image (which is how the example in the posted photo was created). It was not resized at all, just moved to a different spot.
